With the American space program finally seeing successes, Kennedy could set an ambitious agenda for the nation. In a special address to Congress, President Kennedy set a bold trajectory. “I believe that this nation should commit itself to achieving the goal, before this decade is out, of landing a man on the moon and returning him safely to the earth,” the president proclaimed.
